jail: netifd: code cosmetics

Make code more readable by renaming ambigous variable name 'ctx' to
'host_ubus_ctx' (global) or 'uci_ctx' (local in gen_jail_uci_network).
Rename 'netifd_ubus_ctx' to 'jail_ubus_ctx' to make the jail vs. host
roles more obvious.
